Comprehensive Program Management Services for New Midfield Terminal Complex

DMJM Aviation is providing comprehensive program management services for greenfield development of a new midfield terminal complex at Southwest Florida International Airport. As program manager for RSW’s new terminal complex, DMJM Aviation has been responsible for management of some 250 design activities and is now primarily focused on the construction effort, scheduled for completion in 2005.

Key elements of the new complex include a 798,000-square-foot, multi-story terminal with 28 aircraft gates along three concourses (design incorporates international gates and supporting FIS and allows for a total of 65 gates in the future); a dual roadway system; a three-story parking garage (the new complex will feature twice the number of parking spaces offered at the existing terminal); a new taxiway as well as associated aircraft aprons and ramps; and 10 miles of access roadways.

The midfield terminal program was five percent under budget after bids were received.

RSW’s airfield construction program was recognized by the FAA in 2004 for its significant contributions to the FAA’s Southern Region Runway Safety Program.

RSW’s midfield terminal program was recognized by the Airports Council International-North America with the 2004 Environmental Achievement Award, in the category of mid-size hub.

Key accomplishments

  • Led Lee County’s program efforts to identify sources of funds, develop cash flow requirements, and prepare AIP grant funding application
  • Faced with a terminal design completed prior to 9-11, DMJM Aviation led complete redesign and expansion of terminal baggage system and passenger screening locations
  • Managed 51 consultants and conducted value engineering workshops for packages that did not comply with required budget and schedule at each incremental stage of design
  • Developed and implemented a comprehensive safety program that has reduced accidents and avoided costly schedule delays
  • Conducted planning, design, and permitting concurrently over a two-year period to begin construction in record time
